If you want something very versatile, consider the Quiz module for Drupal.
 Drupal is designed to be a general community content management system, not
an LMS, but the Quiz module provides the assessment features you describe in
the context of a strong volunteer and professional developer community.

me offline.  I am working on towards such a service using the Quiz module.
 It is called Qcommons and will be primarily for sharing assessment items
among educators (assessments as social media) but I am evaluating adding in
student uses.
