The Public Comment Analysis Toolkit (PCAT - http://pcat.qdap.net) makes
searching, sorting and reviewing Federal Docket Management System bulk
downloads of public comments easier and more amenable to team work. The BETA
version is operating and new users can find sample data and codes on the
site once they create a new account.
