we have the online information policy, and society graduate certificate 
http://www.ips.vt.edu which is taught both by local and remote faculty 
members, the page needs revision of course.  We also have the science, 
technology and society m.a./ph.d.program http://www.cis.vt.edu/sts which 
can have a focus in information technology, and we are just launching a 
school of public and international affairs(www.spia.vt.edu) ph.d. which 
also can have a focus in information technology, though it will be more 
policy oriented, no webpage on that yet though.

perhaps the first Internet Studies program offering degrees from 
certificate to ph.d. in internet studies  is Curtin University of 
Technology in Perth http://smi.curtin.edu.au/internet/internet.html
