a likely funder might be the soros foundation, I don't know anyone there 
personally, but they have funded interesting internet related work in 
Russia, and former Eastern Block countries.  You can find them fairly 
easily on the web in the Polish Language.  Keep in mind that, in 
general, the Soros foundation has certain ideological commitments.
