I've not heard of this as a scam.  But I am also not as skeptical about 
the adoption story.  the person in question could have been adopted from 
anywhere around there, so not being able to find any wellman's in the 
area today does not surprise me.  Many people adopt from other parts of 
the country/world in part to avoid future interactions.
