[Air-l] AUP (Acceptable Use Policy)

the internet does not have an acceptable use policy, but a variety of 
networks and service providers do have usage policies.  there is a 
'responsible use of networks' ietf group, it provides guidelines for 
certain things, but there is no governing use policy in general for 
everything 'internet'
