The NY Times ran a pretty good piece on this (http://www.xent.com/pipermail/fork/2003-April/019695.html).

For what it's worth, it seems that the site is now hosted in Sophia-Antipolis (so-called "Telecom Valley" near Nice, in France) by a data centre operator called NavLink.

Who, in turn, is apparently a Delaware-registered company run out of Sophia-Antipolis that does a large chunk of its business in the Middle East, with offices in Beirut and in the tax-free Dubai Internet City.
