We do need to clarify this, yes...if you'll bear with for a day or so 
while I get out from under a number of things and get some input from 
the executive committee (lest I express something incorrectly and sow 
further confusion) I'll be posting clarification shortly. The quick 
answer is that there is no significant effect on acceptance whether 
it's a paper or panel submission, evaluation is made on the basis of 
content and not kind.
