Many thanks to Christian Sandvig for the detailed
and interesting report on the debate at Oxford
on the question of on-line voting.

A question:  Years ago now James Carey
pointed out that the "vote" is comprised of
more than the voting moment, for it also
includes public discourse about the issues
and candidates being voted upon.  For this
reason, he argues, the question of electronic
voting must include attention to the question
of participation in public discourse about
issues and candidates to be meaningful.
Christian, in your report about the debate
this topic doesn't appear -- was it raised
at all?
