That might be of interest:

Telekom Austria intends to convert 1.300 public phone boxes into
MultiMediaStations with access to the Internet. One hour surfing will cost 6
Euro, one text-email 10 Euro Cent. The governmental website www.help.gv.at,
which offers documents and information on working and living in Austria can
be accessed without costs.(http://www.help.gv.at/Content.Node/HELP-FC.html).
In providing free access, the government aims to close the digital divide
within the Austrian society and to foster the e-government initiative. 
The already existing 500 MultiMediaStations are used by 370.000 Austrian per
month, according to Telekom Austria.
