In the 1990 U.S. presidential campaign, Ross Perot argued that NAFTA
(the North American Free Trade Agreement), which both Bush Sr. and
Clinton supported,  would cause a "giant sucking sound"--the sound of
U.S. jobs being sucked up by Mexico.
