If we are to be completely inclusive, then a remote hookup or secondary 
locations so that people can participate via distance could be considered. 
Such things may be prohibitively expensive at a hotel, but are routine on 
many campuses.  People could gather at a non-US location and participate in 
a panel discussion via videoconference.

Small budgets can work with broadband, good microphones and speakers, 
laptops and skype.com for voice conferencing.
