[Air-l] New Submission Restrictions

to the best of my knowlege, the post below only talks about papers, not  
panels.  unless someone changed something and didn't tell me, it is  
still 1 first authored paper and 1 paper/presentation on a panel. no  
one should be presenting more than twice.
