i would answer yes to both, given the two crudest possible criteria:
1) allows you to "friend" others or publicly indicate your
contacts/relationships
2) some intent to assist you to find other people with similar interests
or tastes - "more like this" or "communities" or whatever.
i'm sure that many other criteria could be made to apply, but these seem
to be the two most common and useful ones.
