Krakow (Poland), September  4 - 8,  2006


The EGOV Conference Series assesses the state of the art in e-Government
and e-Governance and provides guidance for research and development in
this fast-moving field. The annual conferences bring together leading
researchers and professionals from all over the globe and from many
disciplines. Over the years, the interest has increased tremendously:
the 2005 conference saw more than one hundred accepted contributions and
over 150 participants coming from more than 30 countries, also including
several developing countries. Hence, the EGOV Conferences have become a
reunion for academics and professionals as well as an important ground
for networking.

The EGOV Conference Series hosts four distinct formats of contributions:
Scientific papers, project presentations, workshops, and panel
discussions. These formats have been found attractive for both
researchers and practitioners. They encourage scientific rigor and
discussions of state of the art in the field, but also welcome
innovative research work in progress, and studies of practical
eGovernment projects and systems implementation. Following the success
of last year¹s pilot, the series also includes a PhD student colloquium,
which provides doctoral students with a forum for presenting their work,
with networking opportunities as well as with cross-disciplinary
inspiration.

Over the years, the organizers have witnessed that organisational and
user-related issues long discussed among researchers have finally gained
importance in practice. Also, while many topics have maintained high
attention and relevancy over the years, nowadays also the issues of
assessment of eGov efforts , the role of eGov, and ICT in general, for
development have made it to the top of the agenda. However, these new
topics have not yet been thoroughly researched. For the fourth  EGOV
conference, hence, the list of topics includes the following:

*The eGovernment environment*

     * Frameworks and guidelines for eGovernment and eGovernance
     * eGovernment policies, strategies and implementation **
     * Legal, societal and cultural aspects of eGovernment**

*eGovernment implementation*

     * Participation, eDemocracy and eVoting
     * One-stop government, electronic service delivery, mobile services
     * Interoperability and standards, semantic standardisation

     * Trust and security: provisions and instruments**

*Conceptual design and frameworks for eGovernment *

     * Administrative process design and change, collaborative
       activities, legal interpretation
     * Knowledge management, public information, decision process support
     * Change management and new organisational arrangements:
       public-private-partnerships, virtual teams
     * Enterprise architectures and other whole-government approaches

*Assessment of eGovernment*

     * Methods and tools for assessment
     * Experiences from assessment trials
     * Analysis of values for eGovernment stakeholders
     * Public value generation through eGovernment

*Emerging technologies in eGovernment *

     * Mobile technologies
     * Media integration, e.g. integration of VoIP and mobile phones with
       eGov services
     * Web services
     * Semantic web technologies
     * eGov ontologies

*eGovernment and development*

     * International and regional projects, case studies and best practice
     * International dimensions: cooperation, comparisons, networks
     * The role of eGovenment in development (ICT4D)

*eGovernment research and education*

     * Teaching eGovernment
     * Methods and tools for eGovernment research
     * Exemplars of inter- and multidisciplinary research


     Submission information

Submissions may qualify as follows:

     * Research papers
     * Communication of ongoing research, projects, and general
       development issues
     * Workshops and panels on pertinent issues
     * PhD colloquium submissions


       Section 1 ­ EGOV research papers

The* Research section *invites both empirical, theoretical and
conceptual work. While there is a strong focus on scientific rigor,
relevance for eGovernment development is equally important. Papers in
this section may be max 12 pages. **

Papers in this section will be double blind reviewed by 3 reviewers for
rigor, relevance, originality and clarity of presentation. Accepted
papers will be published by Springer in "Lecture Notes in Computer
Science" (LNCS).


       Section 2 ­ eGovernment Communications

The* Communications section *invites* *

     * Ongoing research ­ max 8 pages in traditional scientific paper format
     * Project and case descriptions ­ max 8 pages project descriptions
       and discussion of ongoing or completed projects.

Papers in this section will also be double blind reviewed, but focus is
more on relevance than scientific rigor. Accepted papers will be
published by Trauner Druck.


       Section 3 ­ Workshops and panels

The *Workshop & panels section* invites **

     * Proposals for workshops/panels ­ max 3 pages abstracts. Workshops
       and panels on topics pertinent to eGov issues or developments.

Proposals will be reviewed for quality and relevance by at least two
members of the organising committee (*not* blind review). Proposals
should be max 3 pages and they should indicate the intended participants
of the workshop/panel discussants.


       PhD student colloquium

The PhD student colloquium, held in conjunction with
the DEXA conference (either before or after the conference days) and in
cooperation with the Demo-net project, invites students to submit their
PhD project and
thesis proposals which will be reviewed and discussed by other PhD
students and senior eGov researchers. This is useful for bringing PhD
students who are scattered across countries and disciplines more
together. Contributions will be published by Alcatel in a PhD colloquium
brochure. Among the PhD students, the senior eGov researchers and EGOV
organising committee will award a PhD students prize based on the
quality of the submitted paper, presentation and the underlying research
project.

Proposals will be reviewed by the organising committee for rigor and
relevance. Students may come from any discipline relevant to eGovernment
research and practice. Papers must be max 7 pages.
