There has been a fair amount of research on democracy, citizenship and
the Net in Finland.

The Information society institute at University of Tampere stopped its
operations in 2005 but their publications can be found at
http://www.uta.fi/laitokset/ISI/english/publications.html - and the
people can be easily reached.

In Helsinki, Sinikka Sassi http://www.valt.helsinki.fi/staff/ssassi/ is
working on citizenship and info soc and she would also be able to point
out other people investigating the area. In Turku, Pekka Räsänen
(http://users.utu.fi/pekras/index.html) has published a fair amount.

At University of Joensuu there have been interesting projects on local
info soc projects although not all of these are about the net per se:
Johanna Uotinen (johanna.uotinen at joensuu.fi) is a good person to contact.

The sponsored portals (http://www.tietoyhteiskunta.fi/in_english/)
(http://e.finland.fi/) tend to little critical edge but archives on
publications and such.

Hope this is of some help.

Susanna
