I don't know about Nigeria, but I did my dissertation research in 
Ethiopia on a student Fulbright - which made me stinking rich by local 
standards, incidentally - and many of the government and university 
staff I interviewed used Yahoo email addresses because email had not 
become part of their workplace communications, or because they could 
use it more easily (i.e., they did not have computers or email at work 
but could go to Internet cafes).  They also frequently asked me about 
scholarship opportunities to continue their studies in the US in order 
to increase their professional opportunities.  The request strikes me 
as being legitimate.  If people out there know of funding 
opportunities for Africans, could you pass them along?  I often get 
requests for information but have little to offer.

Also, many requests are made for invitations to events when the intent

I could be wrong. With a yahoo email address they could actually be in 
Iowa.

They definitely do have problems raising funds. This summer, at the 
summer
doctoral program of the OII at Oxford, I met a lady/participant from
Nigeria, Wumni Hasssan. She runs a program that aims to help women in 
their
learning process in relation to technology. She mentioned the 
fundraising
problem to me several times, to the extent that the website they had
http://www.nigerianhightechwomen.org/  is pending of domain renewal 
due to
scarcity of financial support. This is the google cached link

I'm always glad to see the international flavor of the group 
continuing to
diversify, but wonder if Nigerian academics have trouble fundraising

given the frequency of Nigerian email scams.
