[Air-l] internet surveying question

I am designing a survey that will be implemented in June with users of 
telecenters in Brazil that will attempt to rate the skill level or maybe 
the degree of sophistication of the internet user.

Does anyone know of any existing surveys or literature that I might be 
able to explore?
