here you can find official surveys about Estonian situation and internet use:

In the end of page there is a section ".. purpose of using", this
could be the part you are looking for.

There are also some more sources about Estonia, but IMHO those are not
so reliable and fast-updated (or they exist only on paper, not in the
internet).
