Are you referring to a specific Francois Barr paper?

Abbate has a good discussion in _Inventing the Internet_.  And don't  
miss M. A. Padlipsky's _The Elements of Networking Style_.  He has an  
entertaining take on the development of layering, and if you haven't  
read this book, you're in for a treat.  For info on him and ordering
