You could try contacting Glenn Pass, g.pass at curtin.edu.au, who is
just about to finish his PhD on history of the net in Western Australia;
there's also Mark Finn who did a PhD on historical stuff to do with the
net in the past few years. Roger Clarke (google him) has a
well-established site with lots of historical stuff too.

There are a couple of chapters in _Virtual Nation: The Internet in
Australia_ edited by Gerard Googin (UNSW Press, 2004) on the history of
the internet in Australia.  I guess they're a little old now, but the
beginnings are all covered, at least.
