This is not exactly what you are asking for, but in case it is useful 
information, the netiquette guidelines were first published
as RFC 1855 (requests for comments document no.
1855), and a number of other recommendations regarding
online community norms were also first articulated in RFCs.
(RFCs can be found online at the IETF website.)  The
RFCs are the documents in the open-to-anyone discourse
by which technical decision-making for the Internet
takes place en route.  The discourse also includes much
additional "softer" material of this type.
