You might want to take a look at Chris Le Dantec's work on "Designs on
dignity: perceptions of technology among the homeless".

I suspect there is a temporary negative correlation. Internet use and
access and experience suggest less risk for homelessness. But perhaps
homelessness is too closely tied to income.
