I think the assumption that the list materials are public has changed  
in the justification of the transition to the new settings.   Posting  
to the list no longer means your material will be in the archive's of  
course... it might be deleted.  The material you post might also be  
considered private material by a third party, which was not the prior  
assumption, which was that it was considered public.
