First Call for Papers

Ninth International EGOV Conference 2010 (Organized by IFIP WG 8.5)

Dates: August 29 - September 2, 2010
Location: University of Lausanne (Switzerland)

Please note: As in past years, the IFIP WG 8.5 group will again organize the
International EGOV Conference in 2010. However, for the first time, the
ninth conference of this of IFIP-directed conference series will be held
outside the conference cluster of DEXA.

Important dates:

Submission of papers: February 15, 2010
Submission of workshop/panel proposals: March 15, 2010
Submissions to PhD colloquium: March 15, 2010

Notification of acceptance for papers: March 30, 2010
Notification of acceptance for workshops/panels: April 30, 2010

Camera-ready papers due:
Papers in Springer proceedings: May 31, 2010
Papers in Trauner Druck proceedings: June 15, 2010

Details:

The Europe-based Annual International EGOV conference has developed into one
of three core conferences, which present the state of the art in the study
domains of eGovernment and eGovernance. Over the years, the International
EGOV conferences have provided important guidance for research and
development in this fast-moving domain of study. This time for the first
time, the EGOV conference will be a full IFIP working conference, organised
by the officers of the IFIP working group 8.5.

The International EGOV conference brings together leading researchers and
professionals from across the globe and from a number of disciplines. Over
the years, the interest in this domain of study has steadily increased. The
2009 conference attracted more than 130 participants from 32 countries
including developing countries, with 35 contributions in completed research,
25 contributions in ongoing research, 7 projects contributions and 3
workshops.

eGovernment research has demonstrated its relevance to practice and
consequently has influenced and even shaped government strategies and
implementations. Conversely, eGovernment practice has inspired eGovernment
research. A wide range of topics has received scholarly attention. In recent
years, the assessment and evaluation of eGovernment projects, the
foundations of eGovernment as a research discipline, integration and
interoperation in government, and the role of information and communication
technology for development rank among leading topics on the research agenda.

Topics at the ninth International EGOV conference include but are not
limited to:

- Foundations of eGovernment and eGovernance research
- Future directions in research and practice of ICT in the public sector
- Research theories and frameworks for public sector modernization with the
support of ICT
- Research methods, method integration and techniques
- Designing and assessing systems for the public sector: innovative cases
and systems
- ICT usage, acceptance and performance of technology-supported public
sector activities: methods and contemporary case analyses
- Innovation management, change management and complexity management in
shaping public sector advancements
- Mass collaboration of stakeholders in government modernization:
participative governance and policy modeling
- Stakeholder-driven public sector reengineering
- Mobile services and methods in government
- Cloud computing and social networks in the public sector
- Information preservation, information management, and information access
- Trust and privacy in eGovernment
- Emergency and disaster response management
- Education, training courses, and curricula

The Ninth International EGOV Conference 2010 hosts four distinct formats of
contributions:

Scientific papers (distinguished between completed research and ongoing
research), project presentations, and workshops.

These formats encourage scientific rigor and discussions of state of the art
in the study domain, but also welcome innovative research approaches, work
in progress, and studies of practical eGovernment or eGovernance projects,
as well as reports on systems implementation.

We seek innovative and scholarly sound contributions. Accepted papers of
completed research will be published in Springer. Ongoing research and
project papers will be published in Trauner proceedings. Read more in the

Prior to the conference (August 29 and 30) a PhD student colloquium will be
held providing doctoral students with an international forum for presenting
their work, networking opportunities and cross-disciplinary inspiration.

For 2010, EGOV will be second time co-located with ePart, the new
International Conference on eParticipation, which will be dedicated to
topics on eParticipation and eDemocracy. ePart will be parallel to EGOV at
the conference venue.
