the members of the sloan consortium list universities and colleges with very
active online degree programs.  Most of these programs emphasize
collaborative learning methodology.

SUNY has like 50 campus and they have all been encouraged to develop online
courses and a student is free to choose a course online at any of the 50
campuses.  Hence different departments like philosophy are very strong on
one campus and students can find a much wider range of courses in that topic
then at the particular campus they are on.   In a sense SUNY allows open
competition among its campus

Some other big online programs are at penn state and the university of
illionis where you might find a school of education involved.   However,
schools of education have not as a rule moved as fast as others into this
field
