Although I am not directly familiar with it, the University of Oslo has had a focus on this area for 15 or 20 years. Jon Bing is the person who is person who is perhaps most central here.

Er -- not sure where you are getting your information, but this is almost
completely wrong.  There are dozens and dozens of law schools in the U.S.
with this type of program.  Far from being "young and vibrant," many of
the programs go back 15 to 20 years, and the field is seen by many as a
bit hackneyed.
