I assume you would have already looked at Bonnie Nardi & Vicki O'Days seminal work in this area.

You may also want to review what's been done in the area of cybergeography

There would be plenty of recent work on the complexity of overlapping internet geographies, but some early work is helpful, such as Thomas Parke Hughes _Networks of Power: Electrification in Western Society, 1880-1930_
