Telematics and Informatics has a special issue on Digital Cities coming out soon. The papers are available from the T&I Elsevier site in the Articles in Press section.
The Intelligent Communities Forum (http://www.intelligentcommunity.org) promotes 21 'intelligent communities' each year. Profiles of these communities are available on their website.
