For Russia one would also want to mention Maksim Moshkow, the author of
lib.ru (an online library) and Anton Nosik, a co-founder of many early
Russian online projects.

One of Nosik's claim to fame is that he is followed on Twitter by
President Medvedev despite the fact that his twitter screen name is just
one letter short of being unprintable.
