Twitter Panel Question

We're searching for a free Twitter panel, or options for reaching a fairly representative sample of Twitter users for a brief survey about Twitter use. Does anyone have any suggestions to help us move beyond snowball or seed sampling? Both are decent options in this case, but we're wondering if there are any stronger (and hopefully free/cheap) options out there.
