Information:

Aims

ICTs have produced dramatic shifts in what we presume to be “natural” in and for human beings, including a multiplicity of changes in our psychological and social qualities. Many of these shifts, as intended, are arguably beneficial (e.g. fostering multiple relationships and novel forms of sociability) as well as unintended negative (e.g. massive change and responsibility).

Our efforts to foster a better utilisation of ICTs in human societies, first requires awareness of these multiple sides of new technologies. By approaching the design and uses of ICTs through a balance of philosophical reflection and concrete resolutions we should unfold their more positive potentials while minimising their negative impacts. Thus, CEPE 2013, as an important worldwide forum that debates ICT philosophical issues in society through the lens of information and computer ethics, will focus on both theoretical and practical dimensions of analysing the ambiguities of ICTs for the sake of fostering more positive than negative designs, uses, and outcomes.

Keynote Speakers (alphabetic order)

	• Marty Wolf, Bemidji State University, US (research interest: information ethics and the philosophy of information and computation)
	• Rocci Luppicini, University of Ottawa, Canada (research interest: technoethics and human enhancement)
	• Sylvester Arnab, Coventry University, UK (research interest: immersive technologies for health and learning)
	• Ugo Pagallo, Turin University, Italy (research interest: roboethics and law)
	• Weizenbaum Award Winner (to be defined)
Suggested topics:
Potential topics for the conference under the umbrella of philosophical issues, practical solutions, human nature are:

	• Forthcoming technologies (including but not limited to biometrics, memetics, pervasive computing, ubiquitous computing, artificial intelligence, military, nanotechnology, robotics, speckled computing);
	• Biomedical technology, health and enhancement (including but not limited to artificial vision, body implants, neural interfaces, synaptic sensors);
	• Technologies of self and consciousness (including but not limited to augmentation, extended memory);
	• ICT: Philosophy, religion and technical issues (including but not limited to philosophy/history, justice, ethics- intellectual property, responsibility-, religion, engineering- design and reflection);
	• Technology, gender and culture (including but not limited to education, e-entertainment, computer/video games, media, social networking, serious games);
	• Environmental and sustainability technologies (including but not limited to green ICT, ICT ecological footprint, sustainable technologies transfer);
	• ICT vis-à-vis globalisation (including but not limited to ICT4D);
	• ICT vis-à-vis intercultural dialogue (including but not limited to positive/negative case-studies);
	• International ethics, law and policy issues (including but not limited to context awareness, cyber security, surveillance).
The Organising Committee welcomes interdisciplinary perspectives by researchers and practitioners from computer science, computer ethics, information ethics, information systems, philosophy, anthropology, sociology, biomedical sciences, because is intended a broad spectrum of analysis.

Submissions:

Abstracts/Papers
Potential authors are requested to provide an extended abstract (1.500-2.000 words, excluding references) by December 15th, 2012, submitted in English. Afterwards, the abstracts will be evaluated through double blind peer review by the Scientific Committee according to the subsequent criteria: contribution to knowledge; quality of scholarship (literature review, background and analysis of issues); clarity and organisation; and, appropriateness for CEPE 2013. The authors will be informed of acceptance or rejection by February 15th, 2013. Deadline for the final article (between 5.500-8.000 words, including references) is May 15th, 2013. Author guidelines will be posted on the website.

Panels
Panel proposals must include a general topic and issues to be addressed, as well as a short biography of its members. Proposals are due by February 15th, 2013. These proposals will be evaluated by the Organising Committee and the panellists will be informed of acceptance or rejection by May 15th, 2013.

Tracks 
Track proposals must include a general topic and issues to be addressed, as well as a short biography of its mentor(s)/track chair(s) by February 15th, 2013. These proposals will be evaluated by the Organising Committee and its mentor(s)/track chair(s) will be informed of acceptance or rejection by May 15th, 2013.

	• Publication opportunity: Journal of Philosophy & Technology
After CEPE 2013, the Keynote Speakers, the Weizenbaum Award Winner and Panels/Tracks mentors (chairs) will be encouraged to submit their contributions for consideration for inclusion in a special issue of Philosophy and Technology devoted to CEPE 2013.

Note: To a panel/track be considered for publication is required the proposal acceptance, as well as its mentor be registered as a pay participant in CEPE conference.

	• Publication opportunity: Journal of Ethics & Information Technology
After CEPE 2013, the authors of the best papers will be encouraged to submit a revised version for consideration for inclusion in a special issue of EiT devoted to CEPE 2013.

	• Speed Mentoring
Keynote Speakers and a selection of members from the Scientific Committee will be available to do a meet/greet with PhD students. Young researchers will have a chance to discuss individually any topic within a certain timeline (around 10 minutes) with all these scholars (rotary motion).

	• Corporate Workshop
With the topic, Connecting Technology and Responsibility, this corporate workshop will unite CEPE and SPT 2013 conference participants in a passionate and intense debate with ICT companies regarding their products` potential ethical quandaries. The Keynote Speaker will be Professor Simon Rogerson, De Montfort University, UK (research interest: computing and social responsibility).

	• SPT 2013
Hosted by SOCIUS/ISEG, Technical University of Lisbon and ICS, University of Lisbon (Portugal), July 4th-6th, with the topic Technology in the Age of Information, it is a unique chance to continue debating ICT ambiguities. SPT important dates for abstracts/papers are:

	• Call for extended abstracts: November 1st, 2012
	• Extended abstracts submission due: February 1st, 2013
	• Abstracts selection: March 8th, 2013
	• Full papers submission due: May 31st, 2013
