[Air-L] Looking for SMS/web gateway

Hi all,  

I'm working on developing an experiment which will require the use of SMS--specifically, sending messages on a scheduled and/or random basis, collecting a response from the recipient, and then sending a follow-up message.

Can anyone suggest a service, developer or piece of software that would be able to accomplish this? I have a (very small) budget, so price is a small consideration, but I'm open to any suggestions you guys might have.
