There's an upcoming "Enabled-by-Design-athon" happening in November in DC: http://enabledbydesign.org/2013/09/enabled-by-design-athon-goes-stateside/

Enabled By Design is UK-based. This is their first such gathering in the U.S. to my knowledge. I think their first design-a-thon was last year. But maybe the folks behind it will have more leads for you.
