It's not a clearly delineated issue.  But you might take a look at the
excellent ICA best practice for use for scholarship in communication.

I have used this document (successfully) as grounds to support my fair use
claims for using screenshots of various websites and videos in published
reports.  In a blog post, I mention the specific aspects of this document
I've found useful.

There are many issues, of course, including restrictions and specifications
by country, journal or book publisher, university, etc.....I think you
might find more info in archives of this mailing list where previous
conversations have addressed similar questions.
