Pardon, but when you say "does not have any copyright on them" do you mean
that there is no copyright notice on them, or that you know that they are
in the public domain (i.e., something published before 1929, a publication
of the U.S. federal government, etc.)?

If the latter, you needn't worry about fair use.  Unfortunately the former
(lack of notice) is irrelevant to the presence or absence of current
copyright.
