Call for papers: “Human Rights and Technology. The 2030 Agenda for Sustainable Development”
Technology in the 21st Century has the potential to positively contribute to the promotion of tolerance and peaceful coexistence among all human beings, to the protection of human rights, and to the achievement of the Sustainable Development Goals. The United Nations mandated University for Peace (UPEACE), established as a Treaty Organization with its own Charter<https://www.upeace.org/pdf/charter.pdf> in an International Agreement<https://www.upeace.org/pdf/agreement.pdf> adopted by the General Assembly in resolution 35/55<https://www.upeace.org/pdf/resolution.pdf> of 5 December 1980, has the mission:
"to provide humanity with an international institution of higher education for peace and with the aim of promoting among all human beings the spirit of understanding, tolerance and peaceful coexistence, to stimulate cooperation among peoples and to help lessen obstacles and threats to world peace and progress, in keeping with the noble aspirations proclaimed in the Charter of the United Nations".

At UPEACE, we believe that peace, sustainable development and human rights are all inter-connected and inter-dependent, and that technology can play a major part in promoting all these objectives in a holistic manner. For that reason, UPEACE has decided to publish an e-book that examines how the uses of current technologies, and the development of new ones, can contribute to guarantee and protect human rights within the 2030 Agenda for Sustainable Development<https://sustainabledevelopment.un.org/post2015/transformingourworld/publication> framework. Hence, considering that every Sustainable Development Goal aims to protect one or more human rights, and that states will rely on the use of technological innovations and global interconnectedness to implement the 2030 Agenda, we are looking for articles that explore one or more of the following topics:


1.       The role of technology in promoting a culture of peace in the 2030 Agenda.

Examples of research questions:

a.       To which extend technology can be used as a tool to guarantee human rights?

b.      How technology contributes to the development of transparent and accountable institutions?

c.       Can stakeholders benefit from the use of technology in promoting and respecting human rights?



2.       The achievement of gender equality (SDG #5) through the use of technology.

Examples of research questions:

a.       How programs designed to reduce the impact of the digital divide can promote gender equality?

b.      What can be done to include girls and women in educational programs that encourage them to participate in economic activities related to the development of technologies?

c.       Can technology be used to empower women and include them in decision-making processes?



3.       Technology as a tool to overcome discrimination in the 2030 Agenda.

Examples of research questions:

a.       How technology can be used to overcome discrimination based on gender, race, ethnicity, age, or any other type of discrimination?

b.      Which type of policies can be designed to use technology as a form to reduce discrimination?

c.       How can technology contribute with the inclusion of children, youth, persons with physical impairments, indigenous peoples, refugee and internally displaced people, LGBTI, and any other vulnerable community?



4.       The role of technology in achieving economic, cultural and social rights in the 2030 Agenda.

Examples of research questions:

a.       How technology contributes to ensure healthy lives and to promote well-being?

b.      To which extend can technology improve environmental conditions?

c.       Can smart cities be sustainable while promoting economic development?



5.       The role of technology in achieving civil and political rights in the 2030 Agenda.

Examples of research questions:

a.       How e-government increases political participation and the inclusion of minorities?

b.      Which are the new challenges for the exercise and protection of the right to freedom of expression?

c.       Can judiciary benefit from the use of new technology?



6.       The role of the private sector in the promotion and protection of human rights and the implementation of the 2030 Agenda.

Examples of research questions:

a.       Which is the role of technology developers, service providers, and intermediaries in the promotion and protection of human rights?

b.      Which is the role of technology in the implementation and monitoring of the SDGs and protection of human rights?

c.       Can human rights serve as an ethical framework for technology developers and the ICT sector?

Submission
Abstract can be presented in English and Spanish, it should not exceed 300 words and it must follow this format:

-          Times New Roman 10, single-spaced.

-          Title, headings and subheadings in bold print.

-          Author(s) Name.

-          Author(s) institutional affiliation.

-          Author(s) e-mail(s).

-          5 Key words

-          Biographical note: please include a short bio note for each author at the end of the abstract.
The deadline to summit abstracts is June 01, 2016 to mgarrido at doctorate.upeace.org<mailto:mgarrido at doctorate.upeace.org>
A Blind Peer Review Process will be followed to select the articles. Authors will be notified on 30 June 2016. Accepted articles should not exceed 6000 words and should follow the United Nations Editorial Guidelines (http://dd.dgacm.org/editorialmanual/).
Important dates

-          Deadline for Submission of abstracts: 01 June 2016.

Invitations to submit article will be sent by 30 June 2016.

-          Deadline for Submission of final Papers: 1 September 2016.

-          On-line publication: 10 December 2016.
