I found what I was looking for: #journosafe seems to have been first used on 22 November 2012.

If you know roughly when it started, you can do amazing work with Twitter's Advanced Search

Set the date range, enter the query, and you can poke around with historical data samples. I got so excited about this tool when it came out, I made a 2-minute explanatory video:

I came across the tool Who Tweeted It First (http://ctrlq.org/first/), but it seems to cover only very recent Tweets, and I am interested in a hashtag that has been used for several years.
