"Security Controls For Computer Systems --- The Report of the Defense Science Board Task Force on Computer Security" by Willis Ware ... one of the original, if not THE original, formal documents that gave birth to the cybersecurity and cybersecurity-related disciplines of today. 

The report is dated:   11 February 1970.
