Happy New Year! We are preparing for TPRC48, which will take place September
25-26, 2020. In partnership with The Internet Governance Lab at American
University, we are also working on a new pre-conference that will take
place on September 24, 2020 from 10:00 am – 4:00 pm. More details to come
on this inaugural opportunity.

As you read my note, the TPRC48 Call for Proposals is now open and as a
cross-disciplinary conference, we encourage submissions from a variety of
disciplines interested in advancing scholarship in the communications and
related fields. Your submissions can be papers, posters or panel ideas. We
are once again partnering with the Benton Institute for Broadband and
Society for the fourth annual Charles Benton Early Career Scholar Award,
recognizing scholarship in the area of digital inclusion and broadband
adoption. If you have more questions, we have scheduled a special
informational call with our program committee chair to answer any and all
questions about this year’s Call for Proposals in early February.

These are the things that you need to know as you navigate your planning
for submissions to TPRC48. However, there’s something else that I want to
share. We value your participation. What makes TPRC one of the premier
international research conferences is the dialogue that participants have
around selected presentations, as well as the networking opportunities
between students, academics and policymakers. Being at TPRC offers a rich
experience by fostering reconnections, new introductions and healthy
debates over the issues affecting the future of our society. We are a
nonpartisan organization and welcome all diverse scholarship, scholars,
geographies and approaches to problems that our blended community has the
advantage to address and potentially solve. This year, we are actively
promoting our support of the values associated with diversity, equity and
the free expression of ideas. We want to ensure a free flow of dialogue
from scholars and influencers from around the world.

As you receive conference information over the next few months, submit your
ideas for papers, panels and posters, or register as an attendee. We can’t
wait to see you!

*TPRC48: The Research Conference on Communications, Information and
Internet Policy* is seeking proposals for the TPRC48 program. Proposals
will be accepted February 15 - March 16. Abstracts for papers and posters
as well as panel proposals are being accepted. The Program Committee will
review these blind submissions. Panel suggestions will also be reviewed.

Also included in the CFP is information concerning applications for the
Student Paper Contest, the Benton Early Career Scholar Award and Graduate
Research Pre-Conference program.

Irene Wu, FCC, announces a chapter in the book:

*Policy, Regulation and Innovation in China's Electricity and Telecom
Sectors*. Loren Brandt and Thomas G. Rawski, eds.  Cambridge, 2018

This book offers a richly detailed account of China's innovation efforts.
State Grid leads the world in high-voltage power transmission, while
domestic semiconductors lag behind the international frontier. Electricity
and telecom providers record impressive technical advances, but
overinvestment and inefficient operation contribute to high costs and
prices.  A chapter by Irene S. Wu puts the current state of China's telecom
and electricity regulation into global context.  The book's other granular
studies look beyond specific technologies to incorporate the policy matrix,
regulatory structures and global developments into the appraisal of China's
innovation achievements.
