Hi Geoff,

as a quick start: Marisa Elena Duarte, _Network Sovereignty: Building 
the Internet across Indian Country_ (University of Washington Press, 
2017) - as well as her earlier/subsequent publications.

I know there's considerable work in this part of the world on / with the 
Sámi - I suspect others on the list will get to this more quickly than I 
can. Will dig those out if they don't appear on the list soon.
