When humans last visited the lunar surface, the internet did not exist and
all communications and navigation functions were under the control of a
single country (the United States).

This presentation briefly covers primary governance issues, from numbering
conventions and spectrum allocations, to time standards and domain
definitions. The issues are broader than those covered by the Internet
Engineering Task Force, and builders of the interplanetary internet will
have to navigate among multiple organizations, including the United
Nations, and Artemis Accord signatories. There are no fundamental barriers,
but it is important to think about governance issues early so as to
prioritize technical and political resources while avoiding delays and
unnecessary frictions.
