[Assam] Indian ineffeciency better for fighting corrpution?

  Given that India has much less resources than US or UK etc -- still people are not so much terrified of terrorists, they are not angry if the police asks you to open your bags for a random search (be it inside a train , bus or cinema theatre) -they do not try to sue the govt for such police action in thename of civil liberties. Perhaps as a result there is greater deterrant to the terrorists than otherwise be --given that in India terrorists have enormously larger scope of doing damage --given their reac inside the govt. 
   
  A case in point is when the "friendship Bus" was to go from India to Pakistan - the terrorists issued a warning to all passengers and their families. When Indian govt promised to keep their names secret -- the next day the top secret passenger list alongwith their home addresses was sent by the terrorists to the local newspaper office.
   
  Since in India ther is no elaborate plane boarding system -except for international flights (I am assuming - I never went by plane in India)  anyone can just pay their way inside the plane with anything they want to carry. The corrupt customs officials in Mumbai etc are an instance. Though no system is really foolproof - it all depends how much penetration the terrorists have in the system -what if one of the pilots and the baggage loader was from them?
   
  So is Indian inefficiency also a deterrant to terrorists?
