C'da,

Maybe it is a cynical ploy. But I doubt if it is only the GOI that has these
tricks up its sleeve.

I wonder - what if the GOI made this permanent. Would the ULFA  also
reciprocate permanently? Whatever would happen when their coffers run low?
Would they be able to resist the temptations to resort to their usual
extortion schemes.

But it does look like the GOI is dictating terms here and it will probably
get its way.
