Two days after New Delhi announced suspension of operations against ULFA,
the group has rejected the offer.

The outfit said that it will continue with what it called its "military
offensive".

The message rings out loud and clear. ULFA has rejected the Centre's offer
of a conditional ceasefire.

Now mediators between ULFA and the Centre will meet senior government
officials on Aug 18 to discuss the possibility of direct talks.

In a letter e-mailed to the media on Aug 16, the banned group said, "The
prevailing military operations in Assam proves the Indian Government's
disregard for peace talks." It added that, "ULFA would have desisted from
armed resistance if India would have released jailed leaders according to
the decision taken during the third round of talks."

Also on ULFA's list of demands is that the Centre reveal the whereabouts of
its members missing after a 2003 flush-out operation in Bhutan.

The ULFA leadership and the People's Consultative Group negotiating peace on
its behalf have rebuffed the Centre's offer. But Assam's Chief Minister
Tarun Gogoi's reply is equally adamant, "Let them respond first."

ULFA peace process has crossed nine months but is yet to deliver. And in the
face of the Centre's overture suspending military operations, the outfit's
stance will only be seen as stubborn.
