I think you would be more correct if you say 'the people of Assam' instead of 'GOA' in the above statement.
GOA cannot act unless the people want it. Or if the people want it, GOA will have to do it.
That is the realty.

I wholeheartedly agree. There were some efforts to curtail bandhs, but it lasted only for a few months. But there is no overwhelming attitude against bandhs. The GOA does not have the will power to come down heavily on those participating in bandhs.
Does the State or Central Govt. ever cut the pay for employees who do not show up on bandhs? Or at the very least force them to take leave. That way, these employees will no longer consider a bandh as another holiday.
The daily hazira people don't have a voice - they just grin and bear it.

The problem seem to be inside Assam where nobody wants to work.
Inside Assam we are more interested in doing Assam Bundh instead.
There is no private industry in Assam because of insurgency etc.
