It does raise the issue - if the soldiers on their way
to troubled areas -treat fellow citizens like trash
-while enroute on trains -as I have personally
experienced -in even trains going out of Delhi --then
what must be the treatment of citizens by them in
troubled areas.

In Rajasthan , when the troups were temporarily
deployed there were plenty of reports of heavy handed
treatment by some troops -of the locals.
