 SHILLONG, Dec 2 – Meghalaya Governor MM Jacob yesterday drew attention to the unholy ‘State actor-insurgent outfit’ nexus which was undermining the legitimacy of the State and its democratic structure. 

Touching on the supposed correlation of poor development in the region and insurgency, Jacob said, in the past one decade the Centre has allocated Rs. 58,000 crore for the North East for development. 

The huge sanction of fund does not justify the argument that poor development was the cause of armed crisis in the region, he added.

“It would be significant and imperative in this regard to understand where such ‘slippages’ of development initiatives have happened and who have benefited from such slippages,” Jacob queried. Development funds that ‘fills the coffers of insurgent groups’ does point to a ‘State actor and insurgent group nexus,’ Jacob stated.

He was speaking during the inauguration of an international seminar on armed conflict, development and governance at the Women’s College here. 

He wondered to what extent these ‘slippages’ and the poor development have helped in the formation of armed groups running parallel governments making the elected governments’ effort redundant to develop the region. 

Under such condition the democratic governance and citizen’s participation is being ‘diluted’. This provides an opportunity to nurture armed resistance as a mode of expression and resistance. Jacob called upon all sections of the people to eschew violence and settle differences through democratic process of dialogue and discussion.
