  I don't think you read the article..... Why don't you take some classes in leadership at AIM (Assam Inst of Management) I'm  sure Shantikam-da would give you a scholarship.  What the prof says that we all need to learn to improve.  Also I agree with you that the present system of recruitment for govt jobs is not optimal --mostly tests bookish knowledge with lots of essay-like answers to 3 hour exams.
