BTW, rude is not the right word, and comparison to NRIs behavior does
not make in this case.

I think Yes! 

Sorry, nothing can be done about it. We are Indians, unpredictable and
insensitive Indian middle class, ever.

Here the govt official is rude but aren't NRIs rude too when they wave
their American passport and demand special treatment in India? White
skinned people do not behave like Sahibs and Memsahibs anymore in India
